Any recommendations on cleaning old caulk from SS fasteners other than individually wire brushing them? Heat? Solvent?

Thanks for the replies. I hadn't considered the use of foam for support stringers, but that seems the way to go. Easy to work and shape and readily available since I have a billet of blue dock float foam up in the rafters of my workshed that has been gathering dust.

It appears to be a composite of wood and polyethelene but I am not certain. I picked up a sample from Lowes and will try a variety of glues/adhesives on it. Its strength charactaristics seem to be similar to wood but it does not rot or decay.
