I've read conflicting theories about antifouling the propeller and shaft. Some say polish and wax. Others say silicone spray. Others paint with bottom paint. I know I'm not supposed to paint over the zinc, but any recommendations other than that?

Don't ever paint your shaft or propeller. Painting the prop (in particular) or shaft (to a lesser extent) can, over time, cause a change in the balance and create vibration and misalignment.
Growth can definitely be a problem, though, especially if the boat sits for long periods, unused. (Personally, I don't recommend leaving a boat unused for more than a day or two...get out and sail!)
People have tried and discarded about a million different theories about keeping shafts and props clean. I've heard that anhydrous lanolin can be effective at keeping things clean; I've heard about using zinc oxide, teflon spray, silicone spray, and so forth. I guess with these "home" remedies, all you can do is try.
Up here in Maine, my boat isn't in the water long enough (sadly) to have any serious fouling problems, and my prop and shaft have been clean each season. My boat gets frequent use. I do get some mussels on my rudder shaft and gudgeons every year, though.
