Are there any differences with how you "wet out" or work biax cloth like 1708 vs. plain cloth?

No, but it definitely takes more resin and a longer time for full saturation. If wetting out tape on a piece of cardboard, I like to apply lots of resin and let it sit for several minutes to begin to soak in before working the rest in with a squeegee or brush; then I squeegee off the excess before installing the piece.
